I was wondering if there's ever a possibility that you can change pve name without starting over?

The only possible way to change your name is if someone finds your existing name offensive and reports it to Anet. You'll then be given an option to change the name to something not offensive.

Besides that, no.

Nope. It's not possible and it's been suggested. As I have said: If you don't like the name, don't use it.
